Staff said rounds and revenues have risen together and recommended continuing gradual fee adjustments to reach neutrality without losing customers.
"We've gone from $1,900,000 subsidy to $370,000," the manager said, and Parks staff reported a sustained increase in rounds (from about 67,000 in FY 2018'19 to about 98,000 most recently). Councilmembers urged incremental increases that retain participation and asked staff to return a detailed fee proposal as part of the budget packet.
