Commission presses staff on street repairs, erosion control and pedestrian options along East Harbor
Summary
Commissioners asked why pothole patching was omitted from recent shoreline work, raised concerns about erosion along Revuen (sic) Pen that threatens the road, and directed feasibility study for pedestrian/bike options along East Harbor given wetlands and drainage constraints.
Public-works staff reviewed streets projects in the CIP, including Safe Routes to School, Skippon Park access design, and the North Main/NW 7th combined water/street work. Commissioners raised the Viewpoint potholes and asked why emergency shoreline repairs did not include spot patching; staff explained the shoreline project's scope prioritized erosion and stabilization and that addressing potholes would have required a change order outside the emergency scope.
On erosion control (Revuen Pen Phase 2), staff said design has not been completed and elevation/rock work may be part of the solution; commissioners suggested rock armoring in places to slow erosion. Commissioners also discussed previously funded ODOT sidewalk designs for East Harbor and were advised wetlands and ODOT ditches may make a conventional sidewalk impractical; staff recommended a feasibility study and alternatives such as boardwalk or a trail alignment behind properties.
