City narrows sewer CIP to critical pump-station upgrades and asset management

Staff said sewer CIP will focus on critical pump-station upgrades and start an asset-management program to reduce reactive maintenance tied to clogged pumps (wipes, grease) and older equipment while deferring noncritical work until a new treatment plant is built.
Public-works staff told commissioners the sewer program is being scaled back to essential projects while the city builds a new wastewater treatment plant; the two pump stations listed in the CIP are critical because recurring clogs and equipment failures monopolize staff time. "One of the most common issues to go out to a pump station is wipes, underwear...the most random things get flushed into the system and gets clogged into those pumps," staff said.
Staff recommended starting an asset-management program to shift from a reactive mode to data-driven life-cycle analysis, which should free staff time for higher-priority water projects. Commissioners asked about the pump-station bypass program and staff reported that bypass capability gives crews time to respond and buy time for repairs without service interruption.
