Benbrook planning commission recommends denial of Rowan Ranch rezoning

The Benbrook Planning and Zoning Commission voted to recommend that the City Council deny a rezoning request for 61.31 acres within the property referenced as tract 1490 (often called Rowan Ranch). City staff told commissioners the proposal would carve out a portion of a previously adopted planned development ordinance and could create conflicts with the framework established by Ordinance 1490.
"The recommended motion would be to move to recommend that the city council deny the rezoning request," said Mr. Howard in the staff report, which emphasized that Ordinance 1490 established an overall development framework for the tract and that partial amendments could create inconsistencies. Staff noted the entire tract had previously been assigned capacity of up to 232 units under the adopted ordinances.
Commissioners discussed whether the floodplain and floodway issues were relevant to the land‑use decision and considered the applicant's engineering submissions to FEMA. After deliberation Commissioner Wallace moved to recommend denial; a second was noted for Commissioner Carver, the chair called the vote, and the motion passed. The commission adjourned after the vote.
