Beaman told council the city has secured about $54 million from the Texas Water Development Board for drainage needs and roughly $15 million in bond funding from the Harris County Flood Control District to support the Cypress Stitch project. "We secured about $54,000,000 of... funding to address our flooding/drainage needs," he said, and described ongoing cash‑flow planning to manage those funds in escrow until projects proceed.
Beaman also reviewed the city’s fund balances and projections: sales tax and interest revenue were performing well year to date, property tax receipts were trending conservatively and enterprise funds were on track. He said the city’s investment pool held roughly $54 million at the time of the report and that debt figures had fallen slightly after recent principal payments.
Council and staff noted the funding makes possible a May 12 kickoff and anticipated May 11 land‑swap closing with the City of Houston that would allow certain project work to proceed; staff said they will continue to coordinate permitting, grants and local match requirements.
