Council considered an ordinance authorizing the city manager to execute Work Order No. 5 under a professional services agreement with HDR Engineering, Inc. for wastewater facilities engineering and support in an amount not to exceed $822,820 and to amend the FY 2025–26 budget accordingly.
One council member disclosed a separate business relationship with HDR and recused from the matter. Following brief staff remarks and no further debate, the council approved the ordinance by a vote of 5–0 with the stated recusal.
City staff said the contract provides continuing engineering support for wastewater facilities; the ordinance includes an amended appropriation in the capital improvement fund to cover the work order amount.
