Consultant: drainage models and TxDOT review underpin Westlake Dermatology waivers

During the presentation for the Westlake Dermatology site plan, consultant John Carlo Batinho detailed stormwater modeling and the applicant's proposed treatment approach to justify two waivers to Unified Development Code provisions. Batinho said models show increased discharge at one internal point (from 19.35 cfs to 27.72 cfs, an 8.37 cfs increase) but that downstream mitigation reduces flows to existing conditions at later analysis points.
Batinho said the applicant will install a slotted trench drain that conveys runoff to a bioscape vault and then to a vegetative filter strip as a two-stage treatment train, and that TxDOT reviewed the submitted models and "support[ed] that there is no adverse impacts to the ditch capacity within the right of way." Commissioners asked about long-term maintenance of vegetative filters during drought; staff and the consultant said maintenance obligations will be recorded in deed restrictions and that the city performs annual operating-permit inspections for water-quality systems.
