Council adopts broad sign ordinance rewrite limiting pylon signs, standardizing wall signs and adding special sign program

Development Director Wes Morrison presented a full rewrite of Article 3 (signs) intended to align the city's code with the comprehensive plan. Major changes included stronger maintenance and removal requirements for signs of businesses that have closed, elimination of the wall-sign setback bonus (so wall signs are sized consistently regardless of setback), prohibition of new pylon/pole signs except on freeway frontage with a lower height cap (40 feet), required landscaping beds around monument/pylon bases, and limits on reader-board area. Morrison also proposed a special sign program to allow customized sign packages for projects such as Gateway Market.
Council asked about treatment of nonconforming existing signs and enforcement; staff said nonconforming signs would remain until repair or replacement above specified thresholds. Temporary-fee details were discussed (a temporary-sign permit fee of $50 was noted) as were allowances for feather flags (limited number of permits per year for short durations). Council voted to adopt the ordinance as presented; staff will follow up on implementation details and permitting guidance.
