City refines $13M-plus streets and sidewalks plan; Moore rehab estimate falls to $4.2M

Staff presented a five-year investment strategy for streets, sidewalks and drainage, reporting more than $13 million anticipated in project costs for 2027 and explaining prioritization methods tied to pavement condition index (PCI) and citizen requests.
"The street reconstruction costs went down from a $4,800,000 estimate last year to 4,200,000 this year," the public-works presenter said, noting that some segments may be done with mill-and-overlay instead of full reconstruction after additional engineering analysis.
Staff described the Moore subdivision as designed and awaiting construction funds and explained that Highland's street work will be delayed about a year because water lines and meters in rear-alley easements need relocation into the street. The consultant-driven prioritization relies on PCI scores and counts of work orders and citizen feedback.
On sidewalks, Gabriel said the city has a CDBG sidewalk grant application for up to $1,000,000 focused on downtown gaps, school routes and the Texas Theater area and that staff is developing a multimodal connectivity plan to coordinate grant and local spending priorities.
Council members asked about funding sources. Staff said funding comes from operational budgets, street reserves and occasional park-property sale proceeds (subject to an ordinance requiring proceeds to return to parks). Staff offered to return with more detailed material costs and timeline breakdowns at a future workshop.
