Bay City accepts $1.29M FEMA HMGP award to install backup generators at critical facilities

Engineering Technician Gabriel Lopez told council the FEMA award totals $1,287,588.76 under DR-4485-0062, with a 90% federal share and a 10% local match. "This grant was from FEMA through their HMGP program," Lopez said, and staff recommended executing the award letter to the Texas Division of Emergency Management to start design and procurement.
Lopez outlined the scope: two permanent generators at the airport (one for the pump/fuel system and one for ERO/water well), a generator at the Parks & Recreation building and one at the City Hall Annex for IT continuity, plus quick-connects and transfer switches at lift stations to allow safe portable-generator hookup during outages. Staff said the arrangement will reduce the need for licensed electricians to perform emergency wiring during outages and will improve sanitary sewer resilience.
Council moved, seconded and voted to accept the award and authorize the mayor to execute the award letter. Staff will return with consultant task orders and kickoff documentation to begin engineering and grant administration.
