Council discussion focused mainly on the park-hours change. Staff explained the ordinance language change from "sunup to sundown" to fixed hours and said the move to 6:00 AM—9:00 PM responds to repeated complaints about late-night use, vandalism and lighted activity in parks. Council members asked that the posted hours be clearly displayed at park entrances. The consent motion was made, seconded and recorded as passed.
