Balch Springs council approves phased integrated security contract with STS 360

City staff presented a recommendation to award the city's integrated security RFP to STS 360 and the council voted to approve the phased implementation. The city's RFP drew 10 responses; staff told the council they scored Motorola highest (92) and STS 360 second (90) but recommended STS 360 because its cloud-based platform reduces reliance on internal IT and better fits the city's outsourced IT model. "So we're requesting approval of the vendor STS 3 60," staff said during the presentation.
Staff outlined a three-phase rollout: phase 1 will cover police, fire and city hall beginning this fiscal year using roughly $200,000 already budgeted; phase 2 will extend to the library, civic center, recreation and animal services the next fiscal year; subsequent phases would expand public-facing coverage. Staff estimated the total investment across the coming three fiscal years at between $1.8 million and $2.6 million depending on camera types, placement and added services. During Q&A, Council member Gabriel raised privacy concerns about AI and biometric features, calling the technology "creepy" and asking who would own and access collected data. Staff replied that data access and ownership terms will be negotiated as part of the contract and routed through legal review. The council motion to award the RFP and direct staff to proceed with contract negotiation passed.
