Alexander Village mixed‑use project moves into infrastructure phase, staff says

Economic development staff told the Balch Springs EDC on March 16 that the 14‑acre Alexander Village mixed‑use development has moved into Phase 1 infrastructure work focused on a Collector Road from Alexander to I‑20. Staff said the developer secured right‑of‑way dedications from True Fellowship Church and Canary Construction to facilitate the road and that infrastructure construction is underway.
Staff reported the development will proceed in approximately four phases and that the developer has an executed LOI for a roughly 10,000‑square‑foot retail building; additional retail and restaurant recruitment is ongoing. Staff said signatures on an amended development agreement were expected that evening and estimated portions of the project could be under construction with some retail recruitment completed by January 2027.
Board members received photos and answers about construction sequencing and noted the EDC’s continued coordination with prospective tenants. Staff emphasized that final contracts with retail users and subsequent phases remain subject to developer agreements and execution of required documents.
