The plaque reads in part: "Presented to David Ruffino in grateful appreciation for your years of service and dedication. Your commitment, leadership, and loyalty will always be remembered. City of Balch Springs, Texas, EDC Type A board member and chair, October 1997 through July 2025." After the presentation, Ruffino thanked city staff and volunteers and reflected on the importance of local partners. He said the Chamber of Commerce had been "key to this city" and praised its recent resurgence.
Board members gathered for photographs and offered brief remarks honoring Ruffino’s decades of service. The chair and other members described his leadership as a stabilizing influence during years of development work. With the recognition complete, the board moved on to the meeting’s regular agenda items.
