Commission unanimously recommends Anna’s 10‑year parks master plan after large public engagement

The Planning & Zoning Commission voted unanimously to recommend the city adopt an updated parks, open space and trails master plan that sets a 10‑year vision and implementation priorities.
Jeff Reed, assistant director of community services, introduced Wilson Kerr of Friese & Nichols, who reviewed outreach (including a community survey with 814 respondents), a needs assessment and a prioritized implementation table. Kerr said the plan recommends increasing park acreage toward a goal of about 11.5 acres per 1,000 residents (the city currently measures about 9.2 acres per 1,000), addressing deficiencies in community park acreage and expanding trail connections. “We had 814 residents… that provided that feedback so that we can form this plan,” Kerr said.
The plan includes facility targets, a trails network map, and broad cost ranges to support grant applications to the Texas Parks & Wildlife Department. Commissioners praised the community engagement and asked clarifying questions about costs per mile for trails and priority phasing. The commission moved to recommend the plan; staff will forward the recommendation to City Council for final adoption.
