Anna consultants present parks, trails and recreation master plan; recommend acreage target and priorities

Consultants on March 10 presented Anna's draft parks, open space, trails and recreation master plan. Wilson Kerr, project manager for the consultant team (Freese and Nichols), said the plan reflects a yearlong effort and community engagement that produced 814 survey responses and multiple stakeholder meetings. Using a 10‑year horizon tied to Texas Parks and Wildlife guidance, the plan uses a 5.5% projected growth rate and projects the city population exceeding 50,000 by 2035 under that scenario.
Kerr cited standards-based analysis using National Recreation and Park Association benchmarks: Anna currently has about 9.2 acres of parkland per 1,000 residents, the plan recommends a target of 11.5 acres per 1,000, and citywide the consultant estimated a deficit of about 63.6 acres to reach the recommended service level. The plan lists goals and ranked action items (short, mid and long term), potential cost ranges (all in 2025 dollars), and an implementation table intended to support grant applications and CIP prioritization. Kerr said the team will return in a few weeks seeking adoption.
