The West Linn-Wilsonville SD 3J board voted unanimously on April 30 to determine that a reduction in force (RIF) is necessary for the 2026–27 school year and directed the superintendent to work with the WWEA president and follow ORS 342.934 and the district’s collective-bargaining procedures.
“we do believe at this time, we need to make a reduction in force of 1.5 licensed FTE,” Doctor Ludwig said, outlining the personnel component of the district’s budget adjustments. The motion to make that determination was moved by a board member and was seconded; the vote recorded affirmative responses from Directors Shoemaker, Wyatt and Salvaggio, Chair Sloop and Vice Chair Vidal.
Doctor Ludwig told the board the motion authorizes staff notifications and procedural steps required by state law and the licensed bargaining agreement. The superintendent said the board does not need to approve the RIF under statute but that the collective-bargaining agreement includes a condition asking the board to make a formal determination before notifications begin.
Board members asked clarifying questions about scope and timing; the vote was taken by roll call and the chair adjourned the special meeting afterward. The board did not take separate actions on classified staff at this meeting and the superintendent said the current item applies to licensed staff only.
