Planner Brady Kendrick presented Ordinance 8,246 to vacate roughly 8,451 square feet of alley in Lawrence Park for Southwestern Public Service Company (Xcel Energy), noting utilities are being relocated and no objections were received; the council closed the public hearing and adopted the ordinance on a 4–0 vote.
The council also adopted Ordinance 8,243 on rezoning for a church conversion to a daycare after no new public comments were submitted since the prior meeting.
Finance director Owens presented two venue‑district items authorizing city applications for the state event trust fund: one for the Working Ranch Cowboys Association World Championship Ranch Rodeo (staff noted prior local match years) and a second retroactive resolution for the AQHA Versatility Ranch Horse World Championship (local share cited at about $10,009); both resolutions passed on 4–0 votes.
