Council members pressed staff for documentation of prior commitments, asked whether the city was legally bound and discussed precedent and master‑plan standards. Williams Group representatives said the subdivision has already phased development, that prior staff conversations supported moving the project forward and provided revenue estimates they calculated for full build‑out (roughly $2.67 million in water/sewer and taxes; combined revenue figures were discussed near $4 million). After deliberation, council directed staff to prepare a May 12 agenda item identifying a funding source for a $250,000 design contract rather than approving construction funds today.
