Council discussed how the net excess rolls into fund balance and is typically available for one-time CIP spending after rebalancing reserves.
After extended questions on reserves, forecasting, and the mechanics of midyear reviews, a council member moved to adopt Ordinance 8,241 as presented; the motion passed by voice vote.
