Council weighs action after water loss through Bellevue intertie; franchise talks continue

Councilmember Tom Stowe updated the Council on two related items: negotiations over a Bellevue water‑line replacement agreement and an incident in which water was drained through the intertie to Bellevue.
Stowe said Bellevue expressed concern about producing AutoCAD drawings within 30 days but did not address the Town's proposed franchise fee in written correspondence with the Town's attorney, Ann Mari Soto. Separately, Stowe said he is waiting for details from Water Superintendent Roger Lillejord about what allowed water to drain from the Town tank through the intertie and how much water was lost. "He feels the Town should seek payment for this water or a credit against future payments to Bellevue Water," Stowe said, and he recommended considering a backflow‑prevention device and negotiating operational terms for the intertie. He plans to present findings for further discussion in September.
Stowe also reported he has asked the Town Attorney (Linehan) to approach AT&T to clarify a franchise request after noting Lumen historically has not had a franchise with the Town.
