Discussion before the vote focused on the parcel's wetland delineation and drainage constraints. Council members noted an historic sewer installation and deteriorated drains that have contributed to standing water on neighboring properties. Speakers estimated that the culvert-covering work for Knott Street could involve a stretch on the order of 900 to 1,500 feet and emphasized that any added fill in the floodplain would require removal of an equivalent volume elsewhere to keep net fill balanced.
The council conducted a roll-call vote after the motion. The clerk called members and recorded affirmations; the motion carried with unanimous aye responses. The council directed staff to proceed with deed documents and to provide the legal paperwork necessary for transferring title should acquisition move forward.
