Yachats public-works group votes to recommend changing commission into advisory committee

The Public Works & Streets Commission voted unanimously to recommend that the city convert the commission into an advisory committee, a structural change staff say will align the body with the city’s current form of government.

A committee member explained that the proposed ordinance (No. 209) consolidates general provisions for committees and commissions and places specific rules for each body into separate chapters. As one member put it, "It's ordinance 209," and staff have consulted the city attorney and modeled the change on a recent Florence restructuring, with a planned presentation to city council on Dec. 17 (attributed in the transcript to a committee member). The motion to recommend the change was moved by the chair and seconded by another commissioner; the chair called roll and commissioners voted in favor to forward the recommendation to council.

Committee members discussed practical details if the change is approved: adding a pre-meeting work session to allow informal project work and whether meetings should use Room 3 or remain in the current chamber. A committee member told colleagues that Room 3 already has recording capability and that the work-session format had produced productive results for the Parks and Commons Committee. The committee asked staff to bring the ordinance amendment forward to council and to try one or two different meeting set-ups next month before settling on a standard format.

The committee’s recommendation now moves to city council for final action; the committee did not adopt an ordinance itself and the change will occur only if council amends the code.
