Educational Facilities Master Plan: district projects $76 million deferred maintenance backlog

Shashida Warner, Director of Planning and Construction, reviewed the draft FY2028 Educational Facilities Master Plan and presented county demographic and housing trends that influence school planning. Warner reported the district has an estimated deferred maintenance backlog of approximately $76,000,000 across 21 schools—covering roofs, exterior walls, HVAC, plumbing, electrical, fire alarm and site work—and said the district currently receives about $5.1 million in capital maintenance allocations, which at current rates would take roughly 14.9 years to work through the backlog.
Warner also outlined enrollment projections showing a slight decline over the next decade tied to an aging-in-place population and noted county home sales and permit trends. The master plan draft will be posted on BoardDocs for 30 days, submitted to the Maryland Department of Planning by July 1, and returned to the board with CIP details in September.
