McGowan described district- and school-level reporting, noting that one example school‑level chart showed only 38% of a sampled fifth‑grade group rated student‑to‑student interactions favorably and 36% reported witnessing bullying. Jacobs and McGowan emphasized the MTSS approach: use universal screening data to identify needs, progress‑monitor interventions, and escalate to tier 2 or tier 3 supports where required. They said purchase of expanded Panorama capacity will allow the district to house intervention records and provide a snapshot of each student's supports.
