Board awards $460,000 paving contract for Appeal Elementary after low-bid withdrawal

The board approved a recommendation to accept Chamberlain Contractors LLC's formal bid withdrawal for the March 2026 solicitation for paving restoration at Appeal Elementary School and to award the contract to Image Asphalt Maintenance Inc. (Pasadena, MD) for $460,000. Staff said the withdrawal was based on documented material errors and pricing inconsistencies and that Image Asphalt was the only remaining responsive and responsible bidder.
Shashida Warner, Director of Planning and Construction, said delaying the project to rebid would likely push the work to next summer and could expose the district to higher asphalt prices. Warner noted engineers' estimates and procurement procedures were followed and that the project is funded in the FY27 CIP budget.
