City Manager Greg told the council the draft was developed from February discussions about the city’s role amid regional conversations on immigration and safety. Councilors praised the text’s nonpartisan framing and emphasized constitutional protections. As one councilor put it, the proclamation 'speaks to the constitution as a cornerstone' and 'equal protection under law.'
Councilor Minor moved to adopt the resolution; the motion was seconded and the mayor announced the motion carried. Staff said the text can be revised and returned if the council requests additional edits before final implementation.
