Council members asked clarifying questions about the service requirements and whether the revenue flows into the general fund; staff confirmed the program’s requirements (roughly seven or eight qualifying services) and explained the revenue is unrestricted general-fund money subject to public meeting and notice requirements. The council moved, seconded and approved the ordinance by voice vote with no opposition, setting the revenue to be included in the upcoming budget hearings and public hearings on the use of the funds.
