School board approves $1.57 million HVAC contract for Brooks Administration building

The Calvert County Board of Education approved a $1,570,335 contract award to W.L. Gary Company Incorporated for partial HVAC replacement at the Brooks Administration Building following a revised solicitation.
Shachita Warner, the district's director of planning and construction, told the board that four bids were received in January 2026, two were found nonresponsive, and all initial prices exceeded the available project budget. "Accordingly, pursuant to COMAR, all bids were rejected because prices exceeded available funds," Warner said, and staff reissued a revised scope focusing on time-sensitive HVAC work. Warner recommended awarding the base bid of $1,541,240 plus alternate 5 for $29,095, for a total of $1,570,335, with funding coming from the approved capital improvement program and capital outlay budget.
Board members asked for clarification about what equipment would be replaced and how the work would affect the building's systems. Warner said the project will replace aging PTAC units serving the finance and HR areas, add dedicated outside air and more efficient HVAC units, and reduce load on an older boiler that cannot reliably carry the current load. "It's going to be, per code. It's gonna get its own dedicated outside air and, more efficient HVAC units," she said. Warner also outlined outstanding needs at Brooks, including window replacement, an elevator, ADA restrooms, roof work, and site drainage issues that may be considered in future CIP cycles.
A motion to approve the award was made and seconded; the board voted in favor and the motion carried 4–0. The contract award is subject to execution of a satisfactory contract and will proceed following administrative completion steps.
