Council weighs adding 29th Street repairs to existing asphalt contract or delaying to new bid

Staff told the council the original asphalt contract (approved August 2024) covered 56 streets and used a unit price of $108 per ton at the time; a problem section of 29th Street near the hospital was not included and has deteriorated. "We asked the contractor; they're ready to close the contract out. We asked them what they would be willing to add this work in. They said they would," the presenter said.
Council members asked whether to approve a change order now or delay. Staff said adding the section under the existing contractor means paying the current quoted unit price of about $120/ton (an ~11% increase) but would complete the work sooner; alternatively, staff could include the quantities in the next maintenance contract and schedule the work later (possibly around August) but with uncertain unit pricing and additional administrative costs for a new solicitation. Staff offered to provide a written breakdown of completed work under the original contract.
No formal change-order vote was recorded at the workshop; staff characterized the choice as a trade-off between faster completion and cost/administration, and council asked staff to provide a more-detailed cost breakdown by email before deciding.
