Staff presented a design amendment to GLS Engineering that expands the Phase 4 design for South College Avenue from Carson through Dodge and into East 29th Street. The additional work was described as costing $617,000 and would make the total phase design contract just under $1.5 million; staff said the amendment completes corridor design linking downtown to Villa Maria and Midtown Park.
Project staff noted scope remains two travel lanes (one each direction), a shared-use path on one side and a sidewalk on the other, with design completion expected by Fall 2026 and construction potentially finishing in 2029. Council approved the amendment unanimously and staff said part of the construction funding will be included in the FY26 debt issuance while additional funding is scheduled for 2028.
