Council approved a professional services agreement with Jackson Ryan Architects (not to exceed $525,000) to design the new Bryan Animal Center to be located at 2101 E. Martin Luther King Jr. Street. Staff described the process used to select the architect, the phases of work (schematic design, design development, construction documents, bidding/procurement and construction administration), and the role of a construction-manager-at-risk who will provide a guaranteed maximum price once design documents are complete.
Frank Clark presented the scope and noted the FY26 construction budget is $7,430,000, with roughly $400,000 in existing donations earmarked for furniture, fixtures and equipment. "Jackson Ryan's fee is $326,000 ... The MEP is $119,000 ... not to exceed amount of $525,000," a presenter summarized. Ashley Bishop, Animal Services supervisor, described planned features including staff and visitor parking, a canine enrichment area and a focus on design choices that improve live-release rates. Council voted unanimously to approve the architect contract and directed staff to return with schematic design updates and next procurement steps.
