Council approves rezoning for Madewell House property after public comment

Residents who live adjacent to the site urged caution. Mike Kilgore told the council he and his wife chose the neighborhood for its quiet, historic character and said an influx of visitors would make streets hazardous for children: "An increase in daily visitors, and vehicle traffic would make these conditions more hazardous and less predictable," he said. Tamar Garza, a member of the Historic Landmark Commission and leader of the East Side Historic District Neighborhood Association, urged the council to "hold the line" on process and precedent, warning that exceptions could gradually erode protections for long-established neighborhoods. Elizabeth "Betty" Smith, who said she has lived across from the property for decades, asked the council to deny the request to protect the roughly 100-year-old residential area.
Supporters from Madewell House described mitigation efforts. Leo Santos said he trusts Madewell House with his children and credited the organization with improving community wellness. Therapist Ryan Pail said the organization provides counseling and other services and that the applicant is committed to neighborhood safety. Applicant Casey Van Norman told councilors staff had addressed noise complaints since October and said there are provisions in the proposed PD to protect historic integrity; she added the group plans to develop a separate commercial fitness center to move noisier activities away from residences.
Council discussion balanced the neighborhood's history and the property's unique context. Several councilmembers noted Planning & Zoning recommended approval and referenced the city's Blueprint 2040 future land-use guidance. After questions and further explanation from the applicant and staff, the council voted to approve the rezoning.
