Commission approves ADU permit at 1111 E. 23rd St.; owner plans to raise floor and use for family

The Bryan Planning and Zoning Commission approved conditional use permit CU26-02 April 2 to allow renovation and reuse of an existing accessory dwelling unit (ADU) at 1111 East 23rd Street.
Benjamin Johnson, project planner for the City of Bryan, said the ADU sits on a 1.275-acre lot, dates to the 1940s, and that the applicants propose to raise the garage/work area five feet and renovate the top floor for residential use. Planner Johnson said the proposed scope conforms with the city's ADU special regulations and that the applicant provides four on-site parking spaces where three are required. "This existing ADU constructed in the forties... does conform with all of those standards that I just mentioned in section 130-34(b)," Johnson said.
Owner Emily Mullins explained that the ADU was a primary attraction when purchasing the house and that raising the floor will make the space usable for family members attending college. "We have 10 nieces and nephews... so we would like to have a space available for when they reach the age to have their college experience," Mullins said. Commissioners confirmed the owner understands the ADU occupancy requirements restricting the unit to incidental residential use by immediate family or household members. The commission approved the permit with the stated condition that the ADU be used as incidental residential space and meet the referenced code section.
