Brownsburg commission awards two medals of bravery and approves promotions for two officers

Commissioner Cooper presented supporting comments and a nomination for two medals of bravery for Officer Eustace Malagan and Corporal David Kelling, describing their entry into a smoke-filled residence on Sept. 25, 2025, locating a resident with a fatal self-inflicted gunshot wound, and enabling the fire department to extinguish the blaze and preserve evidence.
"The brave actions of Corporal Kelling and Officer Malegan made it possible to limit the fire damage and preserve evidence for the death investigation that followed," Commissioner Cooper read in the nomination. Chief Grimes spoke in support of the nomination; the commission voted to accept the nominations and approved the presentation of medals.
On promotions, a letter dated March 10, 2026 recommended promoting Corporal David Shedro to sergeant and Officer Brad Carr to corporal. Chief Grimes recommended the promotions, the commission moved and seconded approval, and the motions carried. The newly promoted officers came forward with family members for pinning and made brief remarks of thanks.
These personnel actions were carried as regular agenda items and the commission recorded the approvals in the meeting minutes; no further disciplinary or policy actions were announced in relation to these items.
