Commission approves phased turnover for Pearl at Bee Cave townhomes

The BK Planning and Zoning Commission on May 19 unanimously approved an amendment to the Pearl at Bee Cave planned development to allow sequential construction and occupancy for Tract A and to add an infrastructure turnover plan, Exhibit G.
Planning staff member Chris Baker told the commission the amendment is narrowly focused on the townhome portion of the Pearl project, which occupies about six acres, and that there are no changes to entitlements or development standards. "It's the same number of units, which I believe is, 54," Baker said, describing the request as a way to provide flexibility so buildings can be turned over for certificate of occupancy in phases while Phase 1 installs the streets, water and sewer needed to serve the entire project.
Amanda Swore of the Joyner Group, representing the applicant, reiterated the amendment applies only to Tract A and described the phasing plan: Phase 1 will include all infrastructure and landscaping along Bee Cave; turns 2–14 can be adjusted with staff as needed; Turn 15 will include the pool. "This is the 100% townhomes. It is owner occupied, 59 total units," Swore said. The transcript contains inconsistent unit counts between staff (54) and the applicant (59); the commission did not request an immediate correction on the record.
During brief questioning commissioners confirmed the developer plans to build units "as they are sold," allowing buyers to customize interiors, and that some lot-level items (sidewalks and driveways) may be completed with individual buildings rather than all at once to avoid construction damage.
With no members of the public speaking, Commissioner Vickrey moved to amend the ordinance to authorize sequential construction and occupancy of Tract A and to add Exhibit G; Commissioner Ryska seconded. The chair called the vote and the motion passed unanimously.
Next steps: the commission's recommendation will be forwarded to the city council (the motion was to recommend adoption to council); the record did not state a council hearing date.
