Bay City council approved a resolution to accept $15 million in state funding from the Texas Water Development Board to complete the North Water Treatment Plant and construct a 12-inch transmission line.
Staff presenter Gabriel said the project includes a new 2,000-gallons-per-minute well, two 500,000-gallon storage tanks, four pumps and a generator. "This project is pretty much shovel-ready," Gabriel said, and the transmission line is intended to loop the system to provide redundancy where some areas are currently served by a single plant. The grant was earmarked through Senate Bill 1 and was reviewed and unanimously approved by the TWDB board.
The resolution authorizes the mayor to sign the grant and escrow agreements, establishes a segregated escrow account and special project fund, and outlines procurement and reporting requirements for compliance with state law. The grant closing and first deposits are expected after required documentation; the TWDB commitment expiration was noted in discussion as August 2027.
