City staff presented an overview of the parks and recreation five‑year capital plan and asked the council and public for feedback on priorities and timing. Kelly, the parks manager, said the city completed lighting and walkway projects this year and is preparing an RFP for a parks and open‑space master plan to be released around mid‑July.
The master‑plan update, Kelly said, will make the city more competitive for grants such as Texas Parks and Wildlife and LCRA programs: "They did like the fact that we are planning to have this adopted by May '27," she said, adding that an up‑to‑date plan can add “about 20 to 30 points” on grant scoring. Staff stressed the emphasis will remain on Year 1 of the 5‑year horizon while reserving later years as placeholders for larger projects such as trail segments, pavilion replacements and a potential sports complex. Councilors and residents asked for more detail on reuse and rehabilitation options for existing facilities, and staff committed to returning prices and procurement options for council consideration.
The presentation touched on multiple park projects—Latul Park lighting and paths, the Southern Pacific Trailway, pavilion replacements and restroom upgrades—plus noncapital maintenance items such as signage, security for park offices and dredging at Latoya to meet state stocking standards. Staff said grant windows for several funding sources open in early February and that department staff will continue to lead many of the grant applications.
