Property owner asks to be removed from Anna city limits; council postpones decision

At the April 14 public hearing on a proposed disannexation, property owner Brad Neville asked the council to remove about 34.85 acres (two tracts) from the city limits and the city's extraterritorial jurisdiction (ETJ). Neville described a decades‑long presence in Anna and said that after a Collin County inspection his permits and certificates of occupancy were deemed invalid because parts of his property are not in the city, leaving him liable for costly county compliance work.
"I was sold a permit evidently that Pana should not have issued," Neville said, describing significant out‑of‑pocket costs, business closure and legal limbo. He told council the city previously offered to either annex the full parcel properly or permit removal; he requested the removal to resolve the uncertainty and make the property marketable.
Council members said they were sympathetic but needed more time to research records, consult staff and examine potential legal implications. After discussion the council voted unanimously to postpone the disannexation item to the June 23, 2026 meeting to give staff time to investigate the ownership, permitting history and possible remedies.
