City manager Kyle presented a resolution to formally request annexation of Bothell into the Shoreline Regional Fire Authority (RFA) and to begin the process of soliciting letters of interest to form pro/con committees for a potential ballot measure. Kyle said staff and the RFA will work on an interlocal agreement, operational definitions and financial impact analysis, and that the RFA board would be asked to schedule a public hearing in July.
Council members asked how the level-of-service analysis would be documented for voters and sought clarification about public-notice timing. Staff said statutory requirements will be met, that a public hearing is scheduled for July 7 and that communications will include factual material as well as pro/con committee solicitations. The motion to submit the resolution and solicit committee interest passed on a roll-call vote of 7–0.
