City staff brief council on draft Housing Action Plan; public comment open through Aug. 31

City staff presented the draft Housing Action Plan to the Bothell City Council and asked the community to weigh in during a summer engagement period. Ray Sosa, senior planner, said the draft “is now live, and open for public comment,” and emphasized the plan updates policies tied to the 2024 comprehensive plan and recent Washington housing legislation.
Staff described the plan as an update to a 2018 housing strategy, intended to guide goals and strategies that support housing for residents at 80% area median income and below. Jacqueline Sampson, a community development planner, summarized staff outreach: the team held focus groups with young professionals, seniors, college students and homeowners, staffed booths at community events, ran an online Engage Bothell storyboard and will post an interactive voting activity this summer.
Council members asked whether developers and the builder community had been engaged and how the city will track whether policy choices are producing housing. Sosa and staff said developer engagement has occurred in parallel code-update work and through quarterly developer touch points; staff described implementing a monitoring and tracking process for the plan’s strategies after adoption. Staff said public feedback will close on August 31; an updated draft will return in the fall with a target for adoption by the end of the year.
