Frisco resident urges county to reassess laptop bid over unclear use case

Dave Leath, a Frisco resident, told the Collin County Commissioners Court during public comment that a pending bid for laptops and desktop stations appears "grossly over configured" and lacks a clear use case, which he said could waste taxpayer money. "My concern is these are grossly over configured for, there is no use case declared," Leath said.
Michelle, the county purchasing agent, responded and asked IT staff to explain the specifications. Karen Skipworth, introduced as the county IT director, said the items in the bid are laptops intended for mobile deployment in departments that need extra processing and memory — notably healthcare — and for cybersecurity tooling. "So, we configure these units... So they are laptops... generally, these are going into departments like healthcare and those areas that require additional memory," Skipworth said, and added that desktops are not appropriate where mobility and power‑outage resilience are required.
No formal vote on the procurement was recorded during the public‑comment exchange. Commissioners did not take additional public action on the bid during this meeting; staff characterized the purchase as part of a countywide refresh and said the configuration reflects operational needs for mobile and mission‑critical departments.
