Cody council adopts 2026 storm drain master plan with $29 million estimate

The Cody City Council voted March 17 to adopt the 2026 City of Cody Storm Drainage Master Plan, a multi-year blueprint staff and consultants developed to identify and prioritize stormwater capital projects.
Philip Bowman, who presented the report, said the plan represents more than two years of work with Bowen Collins and Associates and Engineering Associates and lays out a 10–15 year horizon. "That need was identified at approximately $29,000,000 over that 10 to 15 year horizon," Bowman said, adding that the estimate will escalate as projects are programmed over time. Bowman said staff solicited public input through posted reports and an online survey and incorporated the comments into the final document.
Council Member Tamplin moved to adopt Resolution 2026-03; Council Member Sweat seconded the motion and the council voted in favor. Staff will update the signature page to reflect March 17, 2026, as the adoption date. Bowman said the adopted plan will be used as a planning document for capital improvement programming, private development review and for grant applications.
The plan’s estimated cost does not create an immediate appropriation; Bowman described it as a planning and prioritization tool that staff will bring into the city's capital improvement planning and future budget cycles. The council did not debate project-level funding or schedule at the meeting; those items will be considered later as part of capital budget discussions.
