Mayor (presiding) presented the consent agenda, which included: approval of minutes for the Feb. 24 regular meeting; an ordinance designating voting district precincts and polling locations for the May 2, 2026 general election; a resolution adopting ES&S Express Poll electronic poll books and ExpressVote universal electronic ballot marking system for municipal elections; and resolutions accepting a public water transmission main easement and a sanitary sewer easement tied to local utility improvement projects. The mayor noted an online comment from James Martinez supporting the electronic poll book item and asked that it be included in the minutes.
A motion to approve the consent agenda in its entirety was made and seconded. "Everyone has voted aye," the presiding officer said, and the council recorded the motion as carrying unanimously.
