Council amends zoning to require proof of state licensing before certificate of occupancy for regulated personal service shops

Planning staff described an amendment to Title 15 to add a conditional development standard for personal service shops that are regulated under the Texas Occupations Code. "The proposed update is to add a standard requiring the owner or operator of a personal service shop to provide proof of state licensing prior to the issuance of certificate of occupancy in Cleburne," Ms. Bergman said.
Staff noted the requirement would not substitute for technician licensing (which can change over time); it is intended to verify owner/operator licensing on the front end and promote public health and safety in response to recent criminal activity tied to some personal service establishments. The Planning & Zoning Commission unanimously recommended approval, council moved to adopt the amendment, and the motion passed unanimously.
