Council approved authorization to negotiate and execute an agreement with Hafer Welker LLC to provide architectural and engineering services for a combined police, fire administration and municipal court public safety facility.
Chief Severance summarized the RFQ process, saying the city received 21 statements of qualification and that Hafer Welker ranked first in the evaluation. "They demonstrated strong alignment with the project needs and the council priorities," he told council. The total agreement amount is not to exceed $5,400,000, while the initial pre-bond phase is not to exceed $1,500,000 (funded through 2025 certificates of obligation). Subsequent services would proceed only at the city's direction following a successful bond election currently planned for November 3, 2026.
Council voted unanimously to approve the recommendation and authorized staff to proceed with contracting and predesign work. Staff said predesign and schematic design would occur in spring–fall 2026, with a possible bond call in August 2026 should the council choose to proceed.
