Council approves banquet hall permit at 1505 E. Henderson with parking variance

Planning staff presented a request to renovate the building at 1505 East Henderson Street for use as a banquet hall and event center, including a new concrete parking lot, fire lane and landscaping. Ms. Bergman said the building has been vacant and the applicant proposes interior and exterior improvements; the use requires a Specific Use Permit and a requested variance to the parking requirement.
Ms. Bergman explained the zoning standard requires one parking space per three seats, which would generate a demand of 71 spaces for both banquet rooms combined. The applicant proposes 54 spaces and asked the council to calculate parking based on the larger room only, which staff said would yield a 45‑space baseline. "The applicant estimates that Banquet Room A can accommodate up to 133 seats. Banquet Room B would accommodate 80 seats," Ms. Bergman told the council.
Applicant Abamu Kongzifonyen identified himself at the podium and thanked staff for their assistance. "I'm actually the applicant for this project, and I wanna say, first of all, appreciation to Sarah for all the help she's given me so far," he said, adding that the business would create employment and revenue if allowed to operate.
Councilmember Derek Weathers moved to approve item 8.1 with the requested parking variance; Mr. Blake Jones seconded. The motion carried unanimously.
