Board reviews Upper Lake Park restroom and bluff-stabilization plans

Parks staff told the board the Upper Lake Park restroom block has reached the end of its useful life and the department is exploring construction of a new restroom and concessions building adjacent to the existing pavilion.
"The bathrooms have been renovated to the best of our abilities, and we're at a point where it's not worth putting anything more into them," parks staff said, explaining plans for a new building with concessions and a small pavilion to meet heavy weekend rental demand. Staff also described options for moving or looping the road farther from the bluff edge, noted some lighting in the park is owned by We Energies while Veterans Park lighting is city-owned, and said the city is awaiting a DNR grant to expand prairie plantings and address bluff erosion.
The board heard questions about parking expansion at South Beach and playground equipment replacement cycles; staff said some work is planned for 2027 and beyond and would be coordinated with engineering and grant opportunities.
