Staff described recommended conditions intended to reduce off-site impacts and improve safety: relocation or shielding of taller parking-lot poles away from residences, photometric requirements to prevent off-site glare, inclusion of stormwater retention swales, enhanced frontage landscaping and a mid-block pedestrian crossing with a flashing beacon. Staff said the applicant agreed to the conditions.
Commissioners generally supported the lighting variance with restrictions to limit residential impacts and accepted the other site conditions as part of the approval. Staff noted TDM reporting requirements and cross-access agreements as additional conditions to support traffic management and pedestrian access.
