The Apopka City Commission unanimously authorized an interlocal cooperation agreement with Orange County on July 27 that will allow the city to continue participating in the federal Community Development Block Grant (CDBG) urban-county program. Sherman reviewed prior projects funded through the program — including Alonzo Williams Park Center ($750,000), housing rehabs ($750,000), sidewalk phase 1 ($250,000) and sidewalk phase 2 ($800,000) — and said the city has worked with Orange County and the state DEO on past grants.
Staff said Apopka could pursue becoming an entitlement city in the future once it hires sufficient staff to prepare the required consolidation plan. Commissioners asked about the agreement’s three-year qualification period; staff explained municipalities join a three-year qualification cycle but may elect not to participate in a new qualification period by written notice to HUD Jacksonville after year one. The motion to authorize the finance director to execute the agreement — including the option to opt out in future qualification periods — passed unanimously.
